Stewards Inquiry Result

The Macau Jockey Club (MJC) Stewards today inquired into the analyst’s findings of the post-race urine sample taken from HOSTWIN EUPHORIA (L186), which finished 4th in Race 2 The Shek O Rating 45-25 (Class 4&5) over 1200 metres on Saturday 22nd February 2020, was shown to contain the prohibited substance PENTOBARBITONE.

Evidence was today taken from Mr Nicholas Moore, Trainer of HOSTWIN EUPHORIA (L186), Mr Paul Zahra, Scientific Manager for Racing Analytical Services Limited (RASL) and Dr Grant Scott, Senior Veterinary Surgeon of the Macau Jockey Club. Evidence was also taken from Veterinary Assistant Ms Chong Iok Lan, who was part of a team responsible for undertaking the Sample Collection Procedures, including HOSTWIN EUPHORIA, on the day in question. The MJC Stewards also viewed and entered into evidence CCTV footage of the official swabbing area as well as the sample collection process for HOSTWIN EUPHORIA (L186) from Saturday 22nd February 2020.

When undertaking a preliminary investigation into this matter following the Stewards initially having been made aware of the analyst’s findings, the Stewards received written statements from Macau Jockey Club Veterinary Surgeons Dr Jaisimha Rangaraj and Dr Bernardo Grosso and on the 9th April 2020 interviewed Veterinary Assistants Ms Chong Iok Lan and Mr Zhang Zhi Yuan. The preliminary investigation established that PENTOBARBITONE is not contained in any therapeutic or routine stable products supplied to Trainers by the Macau Jockey Club. The investigation found that PENTOBARBITONE is however an active ingredient of the product Valabarb and the Macau Jockey Club Veterinary Surgeons use Valabarb for the emergency euthanasia of horses when needed on humane grounds. It was reported that in the same race as to what HOSTWIN EUPHORIA (L186) contested, horse ST TRUMP (J130) broke down in the left fore fetlock near the 700 metres and subsequent to the race was humanely euthanized. It was revealed that Valabarb was used to euthanize ST TRUMP (J130) and the Stewards further investigated the processes subsequent to the euthanasia of the horse.

Having considered all of the evidence before them, in particular taking into account the CCTV footage of the Swabbing area and sample collection process for HOSTWIN EUPHORIA (L186), the Stewards were satisfied that the findings of PENTOBARBITONE in the post-race urine sample taken from HOSTWIN EUPHORIA (L186) on 22nd February 2020 was as a result of inadvertent contamination during the sample collection process. The Stewards having regard to all of the scientific evidence available were also satisfied that HOSTWIN EUPHORIA (L186) did compete in Race 2 The Shek O Rating 45-25 (Class 4&5) over 1200 metres on Saturday 22nd February 2020 without PENTOBARBITONE in its system.

As a result of these findings the Stewards took no further action against Mr N Moore or against HOSTWIN EUPHORIA (L186).

The Stewards will be conducting an internal review of the procedures.
