On Friday 18 October 2019 the Macau Jockey Club (MJC) Stewards inquired into the circumstances surrounding the presence of a prohibited substance, MELOXICAM, being detected in a post race blood sample taken from (K073) LUCKY GOLDon Saturday 17 August 2019 subsequent to it winning Race 6 The Kazan Rating 60-40 (CLASS 3&4) over 1050 metres.
Evidence was taken from Mr J Lau, trainer of LUCKY GOLD; Ms. Wilhelmena Heffernan, Assistant Trainer and Mr. Zhang Yougo, Acting Assistant Supervisor. Mr David Batty, Laboratory Director of Racing Analytical Services Ltd and Dr Jaisimha Rangaraj, Veterinary Surgeon, Macau Jockey Club also gave evidence. The MJC Stewards also entered into evidence CCTV footage of Mr J Lau Stable leading up to the race in question.
At the conclusion of the inquiry Trainer Mr J Lau, the Trainer of K073 LUCKY GOLD, pleaded guilty to a charge under MJC Rule of Racing 51(2). The particulars are as follows:
That he, J Lau, A licensed Trainer with the Macau Jockey Club, was the Trainer and person responsible for presenting (K073) LUCKY GOLD to compete, on Saturday 17 August 2019, in Race 6 The Kazan Rating 60-40 (CLASS 3&4) over 1050 metres in which a post race blood sample collected from that gelding subsequent to winning the race detected the presence of MELOXICAM, a prohibited substance as defined under the MJC Rules of Racing.
After considering the matter, the Stewards fined Mr. Lau the sum of HKD $80,000. When deciding on penalty the Stewards took into account his guilty plea, his overall disciplinary record, his personal circumstances, international penalty precedents, the need for general deterrence and the nature of the substance involved.
He was advised of his rights of appeal.
The MJC Stewards, acting under MJC Rule of Racing 51(6), ordered (K073) LUCKY GOLD to be disqualified from its 1st placing in Race 6 The Kazan Rating 60-40 (CLASS 3&4) over 1050 metres on Saturday 17 August 2019.
